Here in my country ,some of poets give us advice to be careful about your seconds and moments.They say most of times words are veil.Not to waste your times with these veils .They say all means and meanings are within us and we must live and trust our brains because we just encode words.And one of my best friends here says me always fell every thing if you just look at every thing with out feeling them you waste your time and you are not able to enjoy all of them :))) It is not easy to me to write about them here and riight now.Good luck

It means that you should not stand apart reviewing or analysing a situation - you should get stuck in and be part of it. Well, it means that until "Report. Don't participate" - you are right that doesn't make sense with the earlier statement which it seems to conflict with. My best shot anyway . . . . )
