Yes , idiom is a combination of words ; verbs/ adjectives and prepositions giving a specific meaning we can't understand it literally but every single idiom conveys a meaning and you should memorize and use as it is .

Learn words, but don't fall into the trap of understanding everything literally. Remember to think figuratively and idioms become quite easy to understand. When you encounter an idiom, learn it EXACTLY. A paraphrase of an idiom tells me the speaker doesn't pay attention. In lessons, I only present an idiom to the class if it fits the situation at that moment precisely. Learning lists of idioms is rather pointless if you have nothing to connect them to.
