Both are asking someone's nationality in different ways.
어느 나라 사람입니까?
= 어느 나라에서 왔습니까?
= 어느 나라 분이세요?
= 국적이 어디세요?

I think both of two meaning are same. = "where are you from?"
so, you can answer your country when you are asked.
