This “织” comes from the word“织围脖”,that originally means weaving scarf. And while the pronounce of "围脖" is similar to "Weibo",so we use this word in the internet as writing the Weibo. The tenth emoticon means that sb have done a very good or very cool thing or sb performed very well. Sorry about my poor english. And I hope my answer can less or more hlep you.

I think it means i have seen.for example,you write some thing on the MicroBlog,i read it ,then i respond with this picture"织".it a chinese on line language,it sound like“吱 ” which mean squeak.I wish my poor english can help to explain this...
