應該是 Cast "in" stone,就是肯定、不變、改不了的意思。 例句 - our plans aren't cast in stone (我們的計劃並非不可改變)
Put the finishing touches 就是說一件事情已經做得八八九九,就只差最後一步,修飾修飾而已。例句 - Have you done your dissertation yet? Almost, I am just putting the finishing touches on it. (你的論文寫完了沒有? 差不多了,只差一點修飾而已。)

If something is "cast in stone" or "carved in stone" it means it is rigid and inflexible or even authoritative. This expression is most commonly used in the negative to say that something is still open to change.
ex. His ideas about marriage are not cast in stone.
ex. She acted like all of her opinions were carved in stone.
If you "put the finishing touches" on something, it means you do the last things you have to do before you are done.
ex. I'm almost done with this painting. I just need to put the finishing touches on it.
ex. She delayed her husband for another twenty minutes while she put the finishing touches on her makeup.
