There's a viewpoint that the word"propaganda"is a derogatory term,is it right? My English teacher said that "propaganda"is regarded as a negative word which is commonly used in political publicity and might imply "brainwashing", But I've seen a case used the word in a commercial advertisement. Besides,there are many synonyms like"information,promotion,advertisement,publicity",how can I identify the appropriate usage for every circumstance?

The strict definition of propaganda is the presentation of information in a way for the purpose if influencing an audience. It could include lying or omission of facts, but not necessarily. By that strict definition, any political speech is propaganda. However, culturally, the word is used almost always in a negative way, implying that the person employing propaganda is engaged in lying, distortion or even, as you mentioned, brainwashing. 'Brainwashing' would be the most extreme form. Mostly we give an image of distortion when we use the term 'propaganda'.
