A problem is something you need to solve. Ex: I have a problem with my washing machine. -- You need to fix/repair your washing machine. A question is something you are asking another. You should get a response/solution from another person from whatever question you asked them. Ex: Where are you going tonight for dinner? You are asking someone where they are going for dinner. You are asking a question. Ex: What is your phone number? You are asking someone what there telephone number is.
