Yes, you're right it means "all or nothing" "Mo" and "Do" --- These terms are borrowed from a Korean traditional board game called "Yutnori (윷놀이)." Instead of dice, yut-sticks are used. The score is determined by counting the sticks that are over, and those that are up. Each combination has a name, and "Mo" and "Do" are among them.

When you have to make decision, you don't know what you should choose. You can't avoid to make the decision. And then we say "I don't know anyway it's all or nothing" it means anyway if I have to solve and can't avoid trouble, after trying to do something by priority and I will search the solutions. In 윳놀이, after you roll the five sticks, the all of five sticks are not turned over, it calls "모". Your horse can go straight five steps(도,개,걸,윷,모->1,2,3,4,5) on game board. but if the one of five sticks are just flipped, it calls '도'. Your horse can just go one step. Although you can go one step on the game board, it would be better off rolling than not rolling the sticks. If you have some questions, feel free to ask me.
