For example,
Would it be? The writer of the book sounds sarcastic or sounds like sarcastic?

Sounds sarcastic. Sarcastic here is an adverb. On the other hand, if it's an adjective, then you would have to use 'like' (e.g.: Sounds like a sarcastic person.)
