In reality, nobody will ever think about those differences if you ask them about the weather, so you can use either one. It won't matter.

"How is ...?" is a question that invites a reply based on feeling/mood, while "what is ... like?" is a question that invites a reply based on thought/reason/analysis. So it's emotional vs factual.
