基本意思无区别，但是使用习惯上有微妙语意区分。 引发+大事 例如：引发地震，引发灾难，引发战争。 引起+小事 例如：引起事故，引起误会，引起疾病。

很相近，基本无需区别它们。引发即引起并发生之意，引起的含义范围包含引发。
