When do we say "where's she?" or "where she is?"\"what do we do?" or "what we do?" ,.....

When you put the verb before the subject, the sentence is a question. Otherwise, the sentence is a statement.
Ex.
"Where is she?"
"I don't know where she is."
You can never say "Where she is?" or "I don't know where is she.".
"What do we do?"
"I'll tell you what we do."
You can't say "What we do?" or "I'll tell you what do we do.".
