What's the difference between "run" and "run up"?
Max ran to me.
Max ran up to me.

To me, "run up" means he ran and then stopped once he was in front of you. "Run" makes me think he wanted a cuddle. Maybe. ;)
Then you have "run at", "run over to" and so on...
