What is the best way to write past tense in Chinese?
我住在台五年. How do I make this past tense to this? "I have lived in Taiwan for five years"

我在台灣住了五年了 - You still continue living there… (double 了)
我在台灣住了五年 - You’re not living there any more. (single 了)
Otherwise your context should be sufficient in order to get what you mean…

表達過去的方式 :
我 "曾經" 在台灣住五年
曾經 : 表示以前有過的行為、情況的副詞。
他曾經到日月潭玩。
他曾經愛我。
或在動詞後用 "過"
我在台灣住 "過" 五年
他到過日月潭玩。
他愛過我。
或兼用
我 "曾經" 在台灣住 "過" 五年
他曾經到過日月潭玩。
他曾經愛過我。
但是
"I have lived in Taiwan for five years"
這句話是完成態 需要借助助詞 "了"
我在台灣已經住(定居)五年了 或
我已經在台灣住(定居)五年了 或
我住(定居)在台灣已經五年了
