You have the word order wrong. It should be "how often is it" Which is asking the frequency of availability. For example someone may ask "how often is the class offered?" An appropriate response would give times like " the class is offered twice a year in the spring and fall". Or "the class is offered at 8:00am and 2:00pm. Hope this helps.
