From Wikipedia In economics, BRIC is a grouping acronym that refers to the countries of Brazil, Russia, India and China, which are all deemed to be at a similar stage of newly advanced economic development. It is typically rendered as "the BRICs" or "the BRIC countries" or "the BRIC economies" or alternatively as the "Big Four". A related acronym is BRICS which includes South Africa.

short answer: yes. Long answer: In the context of the sentence, they are implying a few things. First is BRIC is an acronym for "Brazil Russia India China." They are all considered "developing countries" in economic terms. However, Russia, as a former super power, holds a special place among the developing nations. It straddles the line between "developing" and "advanced" nations. So the sentence is implying that Russia uses its strong position to gain advantages among investors and developers.
