Allen, it is important that you understand first of all, that intellectual nonsense, when composed, is meant to impress. However, the articulation of vague terms and obscure phrases does not lead to the conclusion that there is "meaning". It other words, the author of this sentences intends for you to think that something vital, something important, some powerful idea is being communicated. In fact, there is no such "meaning" in this verbiage.
It will be a fruitless search for you to pursue it.
The word "contingent" simply means "dependent upon".
An "affirmation" is just something that is "said" or "written".
The sentences, "I am happy!" is an affirmation.
The difficulty arises when an author refers to an Abstract Conception as something which exists as a reality. Think about this. In your daily life, traveling in a town and going to school, to work, or to go shopping, have you ever seen a "Contingent Affirmation"?
Because I have never seen any.
What authors do is confuse distinctions between Physics and Metaphysics, and write as though both were "realities". At the same time, they inconsistently refer to that which is Physical as the only reality, and deny anything Metaphysical reality.
Authors of sentences like this are basically, playing "tricks" or "games" with your mind.
They cannot consistently write about anything, and by generating an extended confusion between what is said to exist and not to exist, they lead their audience into an elaborate maze of confused distinctions.
