What does “cool guy” mean?
As above, what kind of guy is cool guy?
A guy who doesn't talk to much? Or a nice guy?
Is this a compliment term? If so, what is the exact meaning?

It's a compliment. You could understand it to mean "popular", or simply that you like the guy's style.
I think Halo is a pretty cool guy.
