Been trying to figure what's that translation for awhile. I've stuck to "data" as in phone data plans when
People say they have no 流量left. Is this an accurate translation? I'm not sure if I'm right or wrong.
I've looked up 流量before but it just says it's like a flow or rate. A phone plan can be a "rate" I suppose.

hard to figure out what you are getting at - do you have a full sentence of the context in which the fragment is used?  Are you speaking of limited mobile data?

「流量」is the amount of your uploads and downloads via Internet.
(流→uploads & downloads)(量→amount)
You choose a phone plan which includes 流量, and 流量 indicates how much you can use the Internet provided by the company.(like 1GB per month)
So if you have no 流量 left, you cannot surf the Net by your cellphone or you have to pay more.
