Totally ......said Paris planned to do no more than better explain the actions taken thus far to Brussel adjudicators I'm not sure what this sentence mean?

It is a rather awkward sentence but I will try and explain: "Paris" - a reference probably to the French government depending on the overall context of the article. "to do no more than better explain" - it means Paris is not going to change or reconsider its "actions" - it is only going to explain them better. "thus far" - up to now "Brussels adjudicators" - decision makers in Brussels
