I'll say and I would say I saw this sentence while learning English conversation; "I'll say there's already water running down the outside of the pipe. Better call the plumber". What kind of situation do you say "I'll say" in? And I have also heard native speakers say "I would say ~~~" to answer someone's question. Without more information, they both mean the same thing really, you can use either version in that sentence and it would be fine If there was additional information, or other opinions, "i'll say" could be used to agree with (emphasizing like damocha said) or disagree with... it's hard to tell in written format. "i would say" would generally be used to disagree with a previous opinion to the situation Just my opinion

I use "I will ..." with things that are going to happen. For example, I will cook some food tomorrow or I will go to work next Monday. I use "I would ...." when giving opinions or with events that are unlikely to happen. Let's say if a friend of mine asked me "What's a better choice between getting a burger or a pizza" my answer would be "I would go with burgers." It is like saying that "If I were you, I would choose burgers." Another usage of "I would ..." is for somethings that are unlikely to happen like "I would give $10,000 to every American if I were the president of the U.S." Hope that help!

Could you give me the previous sentence? I have a feeling that "I'll say" is being used to emphasize what the last speaker said. But it's difficult to know without the full context.
