Sorry, neither of your sentences is correct. They should be
Hoy el tiempo está cálido y soleado.
Hoy hace calor y sol.
the difference between "caliente y cálido. We never use the first for the weather but for things like: the plate , the computer.for the weather we prefer " cálido o caluroso" The second being negative .

Hoy hace un tiempo cálido y soleado
Hoy hace calor y está soleado
Hoy hace calor y hay sol
and some others: Hoy hace buen tiempo / Hoy hace un tiempo espléndido / Hoy hace un tiempo estupendo / Hoy hace un tiempo maravilloso / Hoy hace un tiempo magnífico.

but if you want to use it ,...
Hoy hace buen tiempo: caluroso y soleado
other options...

You can use the word CLIMA as well as a translation for WEATHER.
