The meaning depends on the verb tense. "Ha sido" refers to action which has recently passed (it is like the present perfect), while "fue" is just like the past simple. You usually use "ha sido un placer" after meeting someone, but in the North of Spain they don't distinguish between a recently past and the past, so they always say "fue un placer" (which isn't correct).
