They both mean clever but smart is more informal.
Smart can also mean the opposite of untidy or scruffy. For example:
You look so smart! I've never seen you dressed so well or your shoes so clean!
Smart can also have the connotation of rich or posh. For example:
She lives in a really smart part of town.
