please could anybody help me to understand the meaning of " i shrug on my jacket"

To 'shrug' is to make a casual movement of raising and then dropping the shoulders. In body language, it's a gesture that's usually interpreted as 'I don't know' or 'I don't care'. If you 'shrug' a garment on or off it means that you put it on or take it off using the movement of your shoulders to help you.
