It's an innuendo. Certainly not something that should be coming up in polite conversation.
In plain English it would be 'does the colour of the hair on your head match the colour of your pubic hair?'

I agree with the first poster. It is typically said in reference to a woman whose hair may be dyed. I have particularly heard this expression used when referencing women with blonde hair. It is implying that her hair color is not natural, and has been color treated so that the hair on her head and her pubic hair do not match.
Definitely do NOT ask an English speaking woman this question, it would be very offensive!!

As an English speaker, I would have taken this literally, as being about real carpet and real drapes! So caution to the user: it's very funny, but I don't think even native speakers will necessarily understand the inuendo/joke!
