Actually Alina, this idiom شو عدا ما بدا is mostly used in a situation when someone does something that is unexpected from him/her, so you ask them شو عدا ما بدا؟, as if you are saying: "What happened to make you do this unexpectedly?". It's usually said in a mockery tone though. It's used in Levantine Arabic.

This is an expression in Lebanese/Syrian Arabic dialect(and not used in formal language الفصحى),the closest translation is "how come..?" For example "how come you have done this?"
