how do I have to say "someone has to make a bigger effort..." or "to make an effort bigger"

"we have to try harder".. in general you can't point to someone and say "you have to make a bigger effort" unless you are going to make them redundant if they do not make that extra effort.

bigger effort seems fine preferably "put in more effort", "make more of an effort", "try harder", "work harder"
