I'm not a native speaker, but my opinion is:
The English translation is, 'What would you like to eat? Is it Chinese or Western food?' This is perfectly reasonable in English, even through it is slightly convoluted. Of course, it would be better to just answer 'Chinese or Western food?'. Don't really need the 'Is it'. Same with your sentence, the first 是 in the second sentence doesn't need to be there, but it's ok, don't bully this poor little 是!
