i am not good at translating but this is my answer, i hope it help you in some way. this is an idiom of Vietnames people. First, you may understand the single word in this idiom and i can translate it in directly meaning that the laws of King are not important more than the rules of actual community. So the significance is when you come into a new community you must follow the rules or the particular things there. i can give you some examples: ex 1: Chồng tôi là người Việt Nam vì thế lễ cưới của tôi được tổ chức theo phong tục của người Việt Nam. Tôi không thích lắm nhưng phép vua thì thua lệ làng. (my husband is Vietnamese so my wedding was celebrated following Vietnamese's culture. i don't like so much but you know i must follow him.) ex 2: A: bạn sai rồi, một tá là mười hai mà! (you're wrong, a dozen is 12!) B: nhưng ở đây một tá là mười. bạn đang là khách ở đây thì phải theo luật ở đây. Phép vua thua lệ làng.
