The average women's height in China is recorded as 5' 2", but it depends where you are. All around the world, the farther you go from the equator, the taller people are in general. In northern China, 5' 5" is not uncommon at all. A second factor is age. Several decades ago, many people suffered from inadequate nutrition, so many middle-aged and older people are shorter. Now that most Chinese kids are growing up with enough food, Chinese people have been getting taller with every generation.

I'm 168cm or taller, but usually people won't say I'm tall. Usually when you are above 170cm, people will think you are tall. 165-168cm is quite common in China, at least in my hometown.

It's above average. Take Taiwanese girls for example, most of them are like 160~165 cm. But I won't say "tall" if you are 167 cm.

That's average in the West but in China you're quite tall.
