1) What does swept up mean here? Does it mean "involved" here? Is it used as metaphora here? I thought sweep up means clean up.
2) The word improbable means unexpected or strange, right?
In 1998 after having been swept up into an improbable romance I was then swept up into the eye of political legal and media maelstrom.

1) I think in this context is means like "suddenly finding yourself in x situation". Like finding a romance in this context. Or like you said: getting involved with something.
2) Improbable means unlikely, something that has low chance to occur.

In the sentence you've given, the meaning is figurative, and suggests the writer didn't have much choice in becoming involved. Notice that the phrase is "swept up into", and not simply "swept up".
