Does "broken date" mean that it was so bad or that it never happened?

Usually means one of the people didn't show up or cancels the date..
Ex:
You ask a girl out on a date.
She says YES
The day of the date she decides she can't or doesn't want to go.
She breaks off the date. (Broken Date)
