One can: "feel compassion towards something" "feel compassionately about something" "feel compassion for something" Timothy's answer above is incorrect, although he is American so American English rules may differ slightly. His example is correct.

While I can't really give you a good, technical reason for it, I can say that 2 is correct. You could also say "People have started to feel compassion for animals..." if you prefer.
