'second by second' action is usually a way that something can be analysed - one second at a time. It is describing the way that some action is divided into very small intervals - in this case, one second. You might also interpret this as 'not missing a single second of the action'. A similar phrase that you could use to describe seeing all the action is 'moment by moment', or sometimes, 'blow by blow'.
