=> "Que" is an interrogative prounoun, It's translated as"what".
Example : "Que fais-tu ?" = What are you doing ?
we can also use it to link between two simple sentences : "Je crois" and "Ma sœur partira" as example.
"Je crois que ma sœur partira "= "I think my sister will leave"
=> "Quel"(masculine) and "Quelle"(feminine) are interrogative adjectives. They are translated as "what" or "which".
Examples :
Quelle heure est-il ? = What time is it ? (heure = feminine, so we use "Quelle" )
Dans quelle ville habites-tu ? = In wich town do you live ? (ville = feminine, so we use "Quelle" )
Quel livre préfères-tu ?? = Which book do you prefer ?? (livre = masculine, so we use "Quel" )
I hope these informations will help you.
Have a nice day )
