I just understand "goes to sleep" but even looking in the dictonary, I can't make out all the sentence. This "差" know means "almost" but here does not make much sense since then we have this"刻" that means "quarter of an hour".

"差” doesn't mean “almost” here，I think is "wanting,short of" here . It means there are still 15 minutes to 10 o'clock ，15 minutes sort of 10 o'clock .
差1刻10点睡觉， I think 十点差一刻睡觉 is better （it means sleep at 9：45 pm）
