Present Perfect vs. Simple Past in Farsi
.من اهل شیراز هستم. من در این شهر به دنیا آمدم، بزرگ شدم و به مدرسه و دانشگاه رفته ام

This sentence, presumably written by a native Persian speaker, makes use of the Present Perfect tense of the verb "رفتن". Could the Simple Past tense be used as well? For example:

.من در این شهر به مدرسه و دانشگاه رفتم

Yes it can be used as well .In Farsi verb tense is dynamic ,sometimes in informal speaking ,tenses can be used interchangeably

I guess, he or she is living in Shiraz now so he used this tense and if he is living another city you can say:
من اهل شیراز هستم در آن شهر به دنیا آمدم و بزرگ شدم و به مدرسه و دانشگاه رفتم.
