Are this phrases right?
"I don't speak a fluent English"
"My English is not so fluent"
"I would like to speak fluently"
I would appreciate any answer

The other two are correct, but I agree with Thomas. It's more natural to say "I'm not fluent in English."

For the first sentence you could say:
I don't speak English fluently.
The other two are correct.
Also for the title:
these phrases

For the title, you can say “Are these phrases right?” Or “Are these phrases correct?”
The second two are correct, but you can change the first sentence to “I don’t speak English fluently” or “I am not fluent in English”. :)

Even if your sentences are kind of correct, I'd say "I'm not fluent in english"
