RSVP means that you must (or should) send in a confirmation that you will attend an event. How you let them know you are coming depends on the event. For example, many wedding invitations will arrive with a response card that you complete and mail back. Generally, you will RSVP by mail, a phone call, email etc. at the time when recieving the invite. You could RSVP in person, but usually it is by another way, but you definitely need to let them know you are coming ahead of the event date.

I don't agree with 'Its literal translation is "Please respond", but this is not its true meaning in English usage.'. The meaning depends on context. In an invitation, if you write 'RSVP', it does mean 'please respond [to my invitation]'. In the sentence in your heading, it is different. In that context, it means 'write to accept or decline your invitation'. In other words 'Please come to my event - RSVP to xxx' - means 'I invite you, and want you to reply/respond [in writing] to xxx to say if you are coming or not'. Can I still RSVP? Means can I still write to accept or decline your invitation? RSVP is in common use in formal invitations, and would be well understood here in my country.
