to make a situtation much more difficult or confusing:
The snowstorm is really playing havoc with rush-hour traffic.
it also means to damage something:
The acid rain plays havoc with marin life.

Wow, havoc means chaos or disorder but, honestly, I would never use the expression like this. Maybe causing havoc, but playing is sort of off. To cause havoc is to distill chaos or disorder.
