"Doing everything and doing nothing. Having everything done and letting no one do anything." The real citation is ""Ne rien faire, ne rien laisser faire, tout faire faire" which means : "Doing nothing, letting no one do anything, having everything done". It just talks about a type of boss at work who doesn't do anything useful for the actual job, doesn't let any worker free to do the job indipendently but micromenages everyone into doing things the way he or she wants.
