Can 'extend' be used in the following sentence?
Sentence: I extend my sincere apology to you.
Is this sentence natural and/or appropriate in authentic real English, by any chance?

I don't know the context, but yes, in a formal apology, you could say, "I extend my sincerest apologies to you.".
As I noted, that would be a very formal - usually written - apology.
In speech, we would say something like, "I'm truly sorry", "I'm really sorry", etc.
