Hi~~~I am not quite sure about the second point which Carrie said above.
As I know, in north of china, especially Beijing and northeast provinces,people use words plus "~r" often in oral but not officially chinese.
And this grammar always has three functions.
First, to distinguish the meaning of words,for example, "Yidian" means one o'clock,but "Yidianr" means a little.
Second, to express the feeling of love or favorite.eg."Huar,xiaohair"or "fanguanr" in your translation.
The last, to express the condition or character of small,little,light and so on.eg."Milir" means small rice
