Both are natural. Probably just region or country specific which is preferred.
For instance, "at a breakneck speed" is my own preference below, though the other sounds equally as good.
"I was traveling at a breakneck speed when I ran off the road"
"I was traveling at breakneck speed when I ran off the road."

At breakneck speed is the more common expression and sounds more correct to me
