Like marslord, I don't understand exactly what you mean either! But perhaps you are asking this:
Can the sentence ...
(1) 'While living in the city can often be stressful, there are also many benefits'
... be replaced by the sentence...
(2) 'Also there are many benefits, while living in the city can often be stressful' ?
The answer is no. The word "also" always refers back to something that has just been said. So if you start a sentence with "also" it will refer back to whatever you said in the previous sentence. (If there was no previous sentence, it just becomes meaningless.)
The following sentence is OK:
'While there are many benefits to living in the city, it can also often be stressful'
However, it doesn't have exactly the same meaning as sentence (1).
