I would say that they are synonyms. The word 'business' is certainly a synonym for 'company'. And in fact 'enterprise' is a synonym for both 'business' and 'company'. People use the term as an alternative, but creating a two word noun in this case hasn't really described anything clearly different. Other examples include 'foreign imports', 'current trends', 'free gifts', etc.

An "enterprise" is any organization working to achieve economic purposes, while "company" is typically an organization engaged in an economic activity for the purpose of earning profits for the stakeholders.
