You do not need to repeat the verb after the 'whatever you want to', but you could and still be correct

You can do whatever you want to / You can do whatever you want to do
I can eat whatever I want to / I can eat whatever I want to eat.

It's not missed. You dont need to repeat "say". However, I think "are allowed to talk about anything or anyone" would be more natural.
