In the book 'The Great Gatsby', there is a sentence Nick said ' I be going home'.
What tense is it? What does it mean?

Well, it's an error. Possibly a deliberate one. It's sort of Present Continuous - which should be "I am going home." - it might be used in the novel to show the character is joking or perhaps not very well educated
