When does one have to pronounce the last letters of numbers?

It depends what comes next. For example, the 't' is not pronounced in 'vingt', but it is pronounced in 'vingt-et-un'.
Of course, the rules of 'liaison' apply to all sorts of French words, not just numbers.

Pour faire la liaison la consonne finale se prononce ;
- 'z' pour deux, trois, six, dix. Ex : deux heures... : [døz-œːʁ, tʁwaz-œːʁ, siz-œːʁ, diz-œːʁ].
- 'v' pour neuf : [nœv-œːʁ].
Le chiffre sept se prononce toujours set : [sɛt.,sɛt-œːʁ.]

Well, I hope I understood your question well!
There is no rule really for numbers, as it depends of the number!
I think that we could say that your pronounce the last letter of these ones:
5 CINQ, 6 SIX (pronounce SIS), 7 SEPT (don't pronounce the -p), 8 HUIT, 9 NEUF, 10 DIX (pronounce DIS).
So when they are in a higher number, for instance 38 TRENTE HUIT, you have to pronounce them with their last letter as well!
